The issue at hand can be a result of an OS bug. Delete directory C:UsersJoeAppDataRoamingCode. In my case it is installed in C:UsersJoeAppDataLocalProgramsMicrosoft VS Code. Go to where Visual Studio Code is installed and invoke uninst000.exe. Simply right-click on any executable file and select the Locale Emulator context menu item, and then one of the available locales to run the executable using that emulated locale.
