Sure, PS4 has a way less permissive approach in mods in other games (Fallout 4 and Skyrim Remastered come to mind) and the Playstation platform as a whole didn't get the "Better Together" update that Microsoft published to enable cross-play across all platforms, as Sony opposed to that, but the world transfering between platforms doesn't really have to do with Sony's restrictions, and is more of a technical limitation in the scale and complexity of worlds between platforms that makes it unlikely to happen.
